Taylor Brown

Economic Development Director

Taylor began her career with the City of Sun Prairie in 2015 and has served as Director since 2021. She leads the division's development efforts, overseeing all tax increment financing districts, sale of all City owned land, and the Business Recruitment and Expansion program. Taylor’s work focuses on both supporting existing businesses and attracting the right development to ensure Sun Prairie continues to be a vibrant and growing for residents and visitors alike. She provides coordinated, meaningful services and programs to businesses, development prospects, other City departments, and the public that directly maintain and grow Sun Prairie’s quality of life.

Under Taylor’s leadership, the City’s Farmer’s Market, Downtown Business Improvement District, and Tourism Commission are instrumental in providing place experiences and events to the community and visitors.

Taylor was recognized in InBusiness Magazine’s 2024 Inaugural Power 100 Class, as being one of the most influential leaders in the Madison Region.

Colleen Burke

Economic Development Specialist

Colleen began her career with the City of Sun Prairie in 2017 as the Downtown Business Improvement District and Tourism Manager, and moved into the Economic Development Specialist role in 2024. She leads the department’s marketing, small business support, placemaking, tourism initiatives, and supports BRE efforts. Colleen is committed to promoting all of the amazing qualities Sun Prairie has to offer to the community, visitors, and businesses.

Prior to her time with the City of Sun Prairie, Colleen spent much of her career at Oscar Mayer/Kraft Heinz as a Marketing Activation Manager developing base product initiatives and new product launches, contests, sweepstakes, and promotions, and traditional couponing activities supporting Oscar Mayer Cold Cuts, Hot Dogs, Bacon, Lunchables, and Claussen businesses; and as a Special Events Manager at Madison Children’s Museum supporting the organization’s fundraising and development efforts.
